Healthcare Platform Highlights: Barack Obama

Senator Obama on Healthcare:

"I...believe that every American has the right to affordable health care. I believe that the millions of Americans who can't take their children to a doctor when they get sick have that right...We now face an opportunity - and an obligation - to turn the page on the failed politics of yesterday's health care debates. It's time to bring together businesses, the medical community, and members of both parties around a comprehensive solution to this crisis, and it's time to let the drug and insurance industries know that while they'll get a seat at the table, they don't get to buy every chair."

-Barack Obama, Speech in Iowa City, IA, 5/27/07

Obama's Healthcare reform plan:

Item 1: Lowering health care costs and ensuring affordable, high-quality health care for all

Barack Obama believes we live in the greatest country in the world and that when it comes to health care, America can and must do better. The Obama plan will save a typical American family up to $2,500 every year on premiums by:
  1. Providing affordable, comprehensive and portable health coverage for every American;
  2. Modernizing the U.S. health care system to contain spiraling health care costs and improve the quality of patient care; and
  3. Promoting prevention and strengthening public health to prevent disease and protect against natural and man-made disasters.
Item 2: Quality, Affordable & Portable Health Coverage for All
  • Mandatory Coverage of Children. Obama will require that all children have health care coverage.
  • Expansion of Medicaid and SCHIP. Obama will expand eligibility for Medicaid and the State Children's Health Insurance Program.
  • Flexibility for State Plans. Obama's plan allows states to continue innovating on health care reform.

Item 3: Modernizing the U.S. Health Care System to Lower Costs and Improve Quality

Some of the major attributes of this item are:

  • The plan would reimburse employers that incur catastrophic procedure costs, provided that employers use these savings to lower insurance premiums
  • Another feature involves establishing transparency within Healthcare organizations so that patients can measure cost and quality.
  • Tackling disparities in Healthcare: Obama will maintain funding for organizations like Centers for Excellence in Women's Health

Item 4: Promoting Prevention and Strengthening Public Health

Facets of this plan include reforms like: providing funding for the global fight against aids, providing insurance plans that cover preventative care, getting junk food out of our nation's school systems. Additionally, Obama will call upon Federal, State, and Local governments to implement programs that improve public within each region.

I think where Obama has it right, compared to the others, is a focus on prevention. You should look at Mike Huckabee's platform on prevention to see someone who really takes this issue seriously.

When we teach people to take care of themselves at a young age, they are more likely to do so as they grow older.

While I support the expansion of SCHIP, I think that there needs to be stronger focus put on prevention by the States in the SCHIP and Medicaid programs. Most people in these programs do not use that part of the service. The Federal Government does a good job getting Medicare patients to use prevention. The number of SCHIP and Medicaid patients that us the ER as their primary care physician is still too high.

Finally, along the lines of SCHIP expansion, there are only a handful of states that have more than 70% of the children eligible for SCHIP signed up. Obama's platform calls for vigilance in education and enrollment.

It is one thing to have a program that provides care for children, it is another to actually provide the care.

I think Obama is right on here.

As long as he is willing to raise taxes, and is upfront about it to the American people, then I am appreciate this perspective

Can you post your analysis of how much all this is going to cost, how much taxes will be raised, and how you have acquired the knowledge to make these assessments? They are pretty general...how about some examples of contexts in which these ideas have actually worked? (the scientific method?) What about penalties against people who don't comply? Where's the freedom (choice, so to speak)?

As a medical doctor for twenty years, I have seen first hand the ills of our healthcare delivery system. President elect Obama's focus on this priority must address the underlining causes that have brought us to this quagmire before the system can be healed.

First and foremost,Mr. Obama must realize that health care can not be managed as a "For-Profit " industry as other industries, such as those that are listed on the NYSE. The profitability of a listed healthcare company will always trump the patients best interest. Managed care companies must be regulated like a utility companies. Healthcare administration must remain in the privet sector, however unregulated profits now currently seen by these companies must be limited.

Secondly is Tort Reform. Approximately 30% of medical expenses can be attributed to "defensive" medical practices. All healthcare providers are scared stiff of being sued. Their reaction is to be overly cautious when ordering tests and studies, even when their clinical judgment may not deem the necessity of such testing. Doctors should be able to treat their patients free from this legal guillotine hanging over their heads. Comprehensive tort reform in medicine could reduce the cost by one third, while still providing the highest quality of
care.

Thirdly , America must come to grip with the concept of health care rationing. Although this concept is common in all of Western Europe , it is somewhat taboo here in the USA. No society has unlimited resources . A careful allocation of such resources , with a meaningful focus on prevention, will insure our best return on our health care investment.

However the biggest obstacle Mr. Obama will surely face in changing the healthcare delivery system will be the reluctance of the numerous special interest groups to a change that benefits the patient instead of themselves . The large healthcare insurance companies and the trial attorneys association lobby are simply unwilling to sacrifice their golden goose for the good of the nation. Unless Mr. Obama finds a way to stand up to these special interest groups, a true change for the better will be lost and business as usual shall prevail.
